Washington, D.C. — Rep. Donald M. Payne, Jr. voted for the Equality Act today. The bill (H.R. 5) would prohibit discrimination based on sexual orientation and gender identity in a wide range of areas, including employment, housing, public spaces and services, federally-funded programs, education, credit opportunities, and jury service.
“This bill would remove an injustice regarding how LGBTQ Americans are treated nationwide,” said Rep. Payne, Jr. “It would extend the rights guaranteed in the Constitution to all Americans. I am proud to support this bill and hope it becomes public law soon.”
The bill would expand the existing civil rights laws to include sexual orientation and gender identity as protected characteristics. A few of the laws affected include the Civil Rights Act of 1964, the Fair Housing Act, and the Equal Credit Opportunity Act. LGBTQ Americans continue to face discrimination based on their sexual orientation or gender identity in many areas of society. Countless members of the national LGBTQ community still live in states where, though they have the right to marry, they have no explicit, state-level non-discrimination protections in other areas of daily life.

Court Decision Eliminates Right to Abortion Nationwide

Washington, D.C. — Rep. Donald M. Payne, Jr. issued the following statement today after the U.S. Supreme Court reversed the landmark, 1973 ruling in Roe v. Wade that gave all American woman control over their reproductive health care decisions. The Court ruled in Dobbs v. Jackson Women’s Health Organization that the right to an abortion and women’s reproductive health care decisions should be decided by voters in U.S. states and not guaranteed as a federal protection of women’s rights by the U.S. government. The Dobbs case challenged a Mississippi law that banned abortions after 15 weeks of pregnancy. The court’s decision reverses almost 50 years of court precedent and could result in a total ban on abortion and women’s reproductive rights in as many as 25 U.S. states.
“This is a tragic day in America. Today, the Supreme Court has decided that women do not have the right to determine their reproductive health care choices and that state legislatures should have control over women’s bodies. Clearly, Supreme Court decisions are no longer based on the Constitution nor on legal precedent. Instead, this is another horrible example of a court that represents the radical right-wing agenda of the modern Republican Party. These policies are rejected by the overwhelming majority of Americans. Yet, the Republican Party and radical right are determined to increase their power and eliminate the rights Americans have fought to gain for decades. Now, women across the country could return to a dark past when access to a safe abortion procedure was difficult or impossible. I have always been a proud supporter of a woman’s right to choose because I know that we must trust women to make their own health care decisions rather than dictating to them.
Reproductive Rights
I strongly support the Women’s Health Protection Act guaranteeing women the legal right to their own reproductive health choices, including abortions, and protecting a health care provider’s ability to provide abortion services. I am proud that New Jersey will continue to place reproductive rights in the hands of women, their doctors, and no one else.

NEWARK, NJ – Today, Planned Parenthood Action Fund of New Jersey hosted a roundtable discussion, in conjunction with Congressman Donald Payne, Jr., on the harmful impacts of the Trump-Pence administration’s Title X gag rule. Faith leaders, medical providers, reproductive health advocates, and Planned Parenthood staff focused on how medically unethical the gag rule is, as it requires doctors in the Title X program to withhold information about the full range of pregnancy options from their patients. This event came on the heels of last night’s news that the federal district court in Oregon announced it would issue a preliminary
injunction to block the gag rule from taking effect on May 3. But while this is a huge victory for patients and providers, it is only a temporary celebration. The
preliminary injunction provides relief for Title X
patients and health care providers while the case continues to be litigated; it is virtually certain that the Trump-Pence administration will appeal this ruling.

Congressman Payne Honors New Jersey Planned Parenthood Staff For Their Commitment to Reproductive Health Care and New Jersey
NEWARK, NJ – Congressman Donald M. Payne (NJ-10) today honored New Jersey Planned Parenthood staff Rebeca
Lopez and Catherine Obando for their commitment to reproductive health care and to the State of New Jersey.
Lopez is the health center manager at Planned Parenthood of Metropolitan New Jersey’s (PPMNJ) Ironbound location. Obando is a clinician with Planned Parenthood of Northern, Central, and Southern New Jersey. Their recognition came as part of a Women’s History Month celebration held by Congressman Payne in the Lt. Governor Sheila Y. Oliver Conference Room at the Leroy Smith Public Safety Building in Newark. Women’s History Month is held annually each March to celebrate the vital role of women in American history.

Newark, N.J. – Congressman Donald M. Payne, Jr. (NJ-10) hosted a press conference to discuss the impact of defunding Planned Parenthood on women’s health in New Jersey. He was joined by Roslyn Rogers Collins,
President & CEO of Planned Parenthood of Metropolitan New Jersey; Joseph Alifante, President & CEO of the New Jersey Family Planning League; Rebeca Lopez, Center Manager of Ironbound Health Center; Lisa Block, Senior Program Officer at the Healthcare Foundation of New Jersey; and Zenobia Robinson, a PPMNJ patient.
The press conference came ahead of a vote in the U.S. House of Representatives, scheduled for February 2, to override President Obama’s veto of legislation to defund Planned Parenthood and repeal the Affordable Care Act.
“The health care of millions of American women, including tens of thousands of New Jersey women, is under assault,” said Congressman Payne, Jr. “Next week, House Republicans will again vote to strip Planned Parenthood of its funding. For many women, Planned Parenthood clinics are often one of their few affordable, comprehensive health care options. These women rely on Planned Parenthood for family planning services and life-saving care, like cervical cancer screenings and STD testing. I stand with Planned Parenthood against this reckless assault on women’s health, and I call on Republicans to abandon their efforts to disrupt access to affordable health care. New Jersey women deserve better.”
“Over the past 88 years Planned Parenthood of Metropolitan New Jersey has provided safe, affordable and quality reproductive health care services to over 1 million people in this community,” said Roslyn Rogers Collins, President and CEO of Planned Parenthood of Metropolitan New Jersey. “For many, the only medical professional they see is the one they see when they visit us. In fact, nationally 6 in 10 women who receive care from a women’s health center serving low income communities consider this their main source of care. Planned Parenthood Action Fund has endorsed Rep. Donald Payne, Jr. (D-Newark) for re-election in New Jersey’s
10th district, becoming the latest in a stampede of endorsements for the North Jersey congressman.
“Congressman Payne has demonstrated strong support for sexual and reproductive health and rights, and we feel
confident that he will continue to be a dedicated advocate for Planned Parenthood health centers and the people they serve,” said Alexis McGill Johnson, the Planned Parenthood Action Fund president. “Now more than ever, we need allies in Washington who will fight for reproductive freedom, and we know that Congressman Payne will always be that champion.”
Payne is running the table in endorsements, gaining support from key labor unions, U.S. Senators Bob Menendez and Cory Booker, and Newark Mayor Ras Baraka.
