A civil case might be viable if no DA touches it.

This idea is pretty useless.
Crimes are prosecuted by those with jurisdiction.
States cannot prosecute federal crimes. That’s the corrupt DOJ’s jurisdiction.
States could put laws on the books to allow such prosecutions in the future. But ex post facto does not permit retroactively prosecuting crimes done in the past (i.e. before the applicable laws are written).
